Help answer the question about mother jewelry

My x-bfriend won't return my jewelry he place in his mother's safe. He won't even talk about it. Any options?
He has left CA & went to TN. I'm not sure if that matters or not. He went there with his mother and the jewels. I don't care if I have to press charges against him or his mother. My jewelry is worth more than $10,000 which I inherited them from my mother. He has no right to them, now or ever. Anytime I call asking about their return he always responds "it's not a excellent time" and hangs up. He has been saying this for a long time and I'm tired of it. The jewelry was only kept in his mother's safe for safe keeping, not for keeping, and that was agreed to with all parties! Please give me any suggestions at all. I am at my wits end over this and I just want my jewelry back. Also, if he decides to say that there isn't any jewelry, what do I have to do to prove it? There was never any stipulations regarding their safe keeping, only that whenever I wanted them back, all I had to do was question. Well, I have. How many times is enough? He also refuses to let me talk to his mother on the phone so I am not even sure if his mother knows how mad I am and that I truly mean I WANT MY JEWELRY BACK! Does the fact he is out of state mean I have to press charges in TN or can it be done here with his TN address noted? We have been broken up for a couple years now, and I have questioned for them way before we ever broke up so I don't know what to do. I feel he is trying to keep them as punishment for us not being together anymore and for my moving on without him. HELP!!!
